In the Customs Portal, it is also possible to have applications submitted by authorised representatives. Corresponding representation arrangements can be established and removed in the Customs Portal.
Through the establishment of a representation arrangement, an authorisation is granted for representation in the Customs Portal. The authorisation permits the execution of the selected administrative procedures and administrative actions.

An established representation relationship includes the authorisation to consent to the retrieval of notices, an authorisation to retrieve data and also an authorisation to notify.

The authorisation granted with the establishment of the representation arrangement has the effect that notices and other administrative acts are made available for retrieval solely through the representative’s account. Corresponding approval is additionally required for this form of notification. The data retrieval authorisation granted with the establishment of the representation arrangement also has the effect that all persons authorised to access the representative’s German customs account are shown pre-filled in forms with the corresponding data of the party represented. For some administrative services with recurring declarations or registrations, other data from the previous year is also pre-filled.
As long as the representation arrangement has been established, the authorised representative can consult the operations in the operations overview.

To use the representation service, please log in with ELSTER or your ID card.

You can only use representation services for the services for which you have been assigned the role. Not all the services offered on the Customs Portal provide for representation services.

As a representative, you can store an email address for delivery of notices in electronic form, which differs from the general email address you have stored on the Customs Portal. This makes it possible for contents concerning the representation to be communicated directly to the responsible persons.

Cancelled representation arrangements will be deleted from the system after 90 days.

A new representation arrangement can be established on the page “Representation arrangements” (in the menu under “Account” --> “Representation arrangements”). On the “Representation arrangements” page, select the option “Establish representation arrangement”.

A representation arrangement can be selected directly in the service you want to use (for instance in the agricultural diesel tax relief service). For this purpose, the application form is preceded by a page where a representation arrangement can be selected.

This depends on whether the service you choose permits representation services.

The overview of your representation arrangements can be found in the menu under “Account” --> “Representation arrangements”.

On the “Representation arrangements” page you can find an overview of your representation arrangements.

You can also use the search function to search for the representation arrangements you wish to look up.

You will find further selection filters under the “+” symbol in the “Advanced search settings” line. Here you can filter by period, service, representation relationship and status.

Using the “Action” link in the rightmost column, you can view the details of the respective representation arrangement and make any necessary changes.

The “Delete” link in the right-hand column allows you to delete a representation arrangement. The associate in the representation relationship does not have to consent to the deletion.

The authorisation is valid as long as the representation arrangement has not been changed or deleted in the Customs Portal.

For notices that have already been made available for data retrieval, revocation will no longer have any effect. In that case, notification will still be effected to the former authorised representative. If this is not desired, it will not be possible for authorised representatives to submit declarations via the Customs Portal.
